Requirements
- Bachelor’s degree in Finance, Accounting, Economics, Business, Healthcare Administration, Mathematics, Statistics, or a related discipline.
- 4+ years of experience in pricing, financial analysis, proposal analysis, healthcare economics, managed-care analytics, contracting, or a related field.
- 2+ years of experience reviewing complex financial models, pricing workbooks, proposals, rate schedules, forecasts, or supporting datasets.
- Ability to identify discrepancies, unsupported assumptions, and financial risk in reviewed materials.
- 2+ years of experience using advanced Microsoft Excel skills, including complex formulas, lookup functions, pivot tables, data validation, reconciliation, scenario analysis, and structured workbook organization.
- Ability to obtain a Public Trust Security Clearance.
- Desired: Experience supporting federal contracting officers, source-selection teams, or acquisition programs.
- Desired: Familiarity with FAR Part 15, proposal revisions, discussions, and negotiations.
- Desired: Experience with federal healthcare programs or health-plan, provider-network, reimbursement, payer, or healthcare-services pricing.
- Desired: Experience preparing price-analysis findings, comparison matrices, negotiation support, or fair-and-reasonable price analyses.
- Desired: Proficiency with analytical tools such as Power Query, Power BI, SQL, Python, R, or SAS.
Responsibilities
- Review solicitation pricing requirements, evaluation criteria, contract terms, performance periods, geographic regions, benefit categories, and supporting-data requirements.
- Organize and review offeror pricing workbooks, narratives, actuarial materials, utilization data, staffing information, and supporting schedules for completeness.
- Validate formulas, totals, cross-references, escalation factors, rate applications, and reconciliations between workbooks and proposal narratives.
- Analyze proposed rates, unit prices, fees, discounts, reimbursement methodologies, trend assumptions, regional adjustments, staffing costs, and other pricing drivers.
- Normalize and compare pricing across offerors, contract periods, regions, populations, and benefit categories using estimates, historical data, and benchmarks.
- Identify missing information, calculation errors, unsupported assumptions, outliers, unbalanced pricing, ambiguities, and potential financial or performance risks.
- Coordinate with actuarial and technical consultants on pricing assumptions and clarification questions, proposal revisions, and negotiations.
- Prepare pricing findings, comparison matrices, workpapers, exhibits, charts, and financial-impact analyses for Price Analysis Reports and negotiation recommendations.
- Maintain reproducible, source-selection-ready documentation, including issue trackers, clarification logs, version histories, source references, and calculations.
- Conduct peer reviews and independently verify calculations, source data, assumptions, and conclusions while protecting procurement-sensitive information.
