Requirements
- Bachelor’s degree in Computer Science, Information Technology, Business, or a related discipline.
- At least 8 years of professional analyst experience.
- Demonstrated experience working as a Product Owner and/or Business Analyst within Agile software delivery environments.
- Strong knowledge of SAFe and Agile methodologies.
- Demonstrated expertise with Electronic Data Interchange (EDI), including hands-on experience analyzing and validating EDI data.
- Strong understanding of software development lifecycles, requirements gathering, and analysis.
- Familiarity with healthcare interoperability standards such as HL7, FHIR, and EDI 278/275/217.
- Experience with HIPAA, Section 508 accessibility, and federal security controls.
- Ability to obtain required government clearance.
- Must reside within the continental United States.
- Must be able to complete fingerprinting and successfully undergo a background check.
Responsibilities
- Establish and maintain a product vision and roadmap aligned with agency objectives, federal requirements, and modernization initiatives.
- Translate federal healthcare policies and programs into actionable product requirements and backlog items.
- Own, manage, and prioritize the product backlog based on business value, compliance obligations, and stakeholder needs.
- Develop detailed user stories and acceptance criteria for complex workflows, including EDI transactions.
- Facilitate Agile ceremonies such as backlog refinement, sprint planning, and release planning.
- Ensure features and releases meet HIPAA, Section 508, and agency security standards.
- Coordinate with development, testing, and security teams to ensure successful releases.
- Support healthcare interoperability capabilities involving HL7, FHIR, and EDI standards.
