Requirements

  • Bachelor’s degree in Computer Science, Information Technology, Business, or a related discipline.
  • Minimum of 8 years of professional analyst experience.
  • Demonstrated experience working as a Product Owner and/or Business Analyst within Agile delivery environments.
  • Strong experience with SAFe/Agile methodologies, including backlog management and user story development.
  • Demonstrated expertise with EDI (Electronic Data Interchange) transactions and data validation.
  • Strong understanding of software development and product delivery processes.
  • Strong analytical and problem-solving skills with ability to evaluate complex business challenges.
  • Excellent verbal and written communication skills for cross-functional collaboration.
  • Ability to manage competing priorities across multiple stakeholders and delivery teams.
  • Experience with HIPAA, Section 508, federal security controls, and government compliance requirements.
  • Familiarity with HL7, FHIR, and healthcare integration workflows.
  • Ability to obtain government clearance.

Responsibilities

  • Establish and maintain a product vision and roadmap aligned with agency mission, strategic objectives, and federal requirements.
  • Translate federal healthcare priorities, policies, and modernization initiatives into actionable product and backlog items.
  • Own, manage, and prioritize the product backlog based on business value, compliance requirements, and stakeholder priorities.
  • Develop detailed user stories and acceptance criteria reflecting complex federal healthcare workflows.
  • Serve as the primary liaison between business owners, SMEs, clinical stakeholders, and technical delivery teams.
  • Ensure product features comply with HIPAA, Section 508 accessibility requirements, and agency security controls.
  • Ensure product capabilities support healthcare interoperability standards including HL7, FHIR, and EDI transactions.
  • Lead and participate in backlog refinement, sprint planning, sprint reviews, and release planning.
