Requirements
- Bachelor’s degree in Computer Science, Information Technology, Business, or a related discipline.
- Minimum of 8 years of professional analyst experience.
- Demonstrated experience working as a Product Owner and/or Business Analyst within Agile delivery environments.
- Strong experience with SAFe/Agile methodologies, including backlog management and user story development.
- Demonstrated expertise with EDI (Electronic Data Interchange) transactions and data validation.
- Strong understanding of software development and product delivery processes.
- Strong analytical and problem-solving skills with ability to evaluate complex business challenges.
- Excellent verbal and written communication skills for cross-functional collaboration.
- Ability to manage competing priorities across multiple stakeholders and delivery teams.
- Experience with HIPAA, Section 508, federal security controls, and government compliance requirements.
- Familiarity with HL7, FHIR, and healthcare integration workflows.
- Ability to obtain government clearance.
Responsibilities
- Establish and maintain a product vision and roadmap aligned with agency mission, strategic objectives, and federal requirements.
- Translate federal healthcare priorities, policies, and modernization initiatives into actionable product and backlog items.
- Own, manage, and prioritize the product backlog based on business value, compliance requirements, and stakeholder priorities.
- Develop detailed user stories and acceptance criteria reflecting complex federal healthcare workflows.
- Serve as the primary liaison between business owners, SMEs, clinical stakeholders, and technical delivery teams.
- Ensure product features comply with HIPAA, Section 508 accessibility requirements, and agency security controls.
- Ensure product capabilities support healthcare interoperability standards including HL7, FHIR, and EDI transactions.
- Lead and participate in backlog refinement, sprint planning, sprint reviews, and release planning.
