Requirements

  • 8–12+ years of program or project management experience, specifically managing multiple concurrent, complex, client-facing implementations.
  • Demonstrated ability to engage effectively with C-suite stakeholders and day-to-day project teams.
  • Proven track record of building delivery governance structures, reporting, and escalation frameworks.
  • Technical fluency to understand delivery risk and work effectively across product and engineering organizations.
  • Excellent written and verbal communication skills to translate project status into clear, actionable narratives for executives.
  • Bachelor's degree or equivalent experience.
  • PMP, PgMP, or similar certification.
  • Strong organizational skills and bias toward follow-through.
  • Experience with state or local government clients, GovTech, or regulated public-sector environments preferred.
  • Experience with outdoor recreation, licensing, permitting, DMV, or similar agency systems preferred.
  • Experience scaling a PMO or delivery function preferred.
  • Familiarity with Jira, Smartsheet, Monday.com, Confluence, and BI/dashboarding tools like Power BI or Tableau preferred.

Responsibilities

  • Serve as a senior escalation point and trusted advisor for PayIt Outdoors clients, building relationships with state agency executives and program sponsors.
  • Represent delivery status, risk, and roadmap in executive business reviews with both clients and internal leadership.
  • Translate between client priorities and internal delivery capacity, setting realistic expectations and maintaining scope, timeline, and quality.
  • Orchestrate end-to-end delivery across implementation, product, and engineering teams, resolving cross-portfolio dependencies and conflicts.
  • Design and execute the operating cadence for the delivery organization, including status cycles, steering committees, and risk reviews.
  • Develop and maintain a consistent program management framework, including RAID logs, status taxonomy, and reporting structures.
  • Manage and mentor a growing team of program and project managers to ensure delivery quality and portfolio scaling.
