Requirements

  • Bachelor’s degree in a relevant field; Master’s or PhD preferred.
  • 15 years of experience (or 12 with Master’s, 9 with PhD) in relevant field.
  • 8+ years of leadership and people-management experience with technical professionals.
  • Experience leading complex strategic programs at a national or international scale in global health or NGO environments.
  • Expertise in strategic information, monitoring, evaluation and learning (SI/MEL), surveillance, and performance measurement.
  • Strong command of quantitative and qualitative methodologies, data visualization, and digital information systems.
  • Hands-on familiarity with DHIS2, Power BI, and Tableau.
  • Ability to establish technical standards and resolve complex methodological issues.
  • Excellent analytical, written, and verbal communication skills in English.
  • Willingness to travel approximately 25%.
  • PMP or other relevant project management/research certification is preferred.

Responsibilities

  • Provide strategic and technical leadership for strategic information, monitoring, evaluation, learning, surveillance, analytics, and data systems.
  • Establish and refine portfolio-wide SI/MEL frameworks, methodologies, technical standards, and quality assurance approaches.
  • Oversee implementation across multiple projects, ensuring timely, accurate, and actionable data aligned with donor requirements.
  • Strengthen institutional data governance and interoperability across systems like DHIS2, EMR, and logistics platforms.
  • Analyze project performance, indicator trends, and data quality to provide actionable recommendations and improve program effectiveness.
  • Serve as a senior technical advisor to internal leadership, project teams, and external stakeholders.
  • Lead and develop a team of technical professionals, managing performance and providing matrixed technical oversight.
  • Drive innovation and business development by contributing to proposals, conferences, and thought leadership.
