Requirements
- At least 5 years of progressively responsible experience in proposal management, federal contracting, or technical writing.
- Strong understanding of federal procurement processes, RFP requirements, and FAR principles.
- Experience developing detailed compliance matrices and actionable proposal plans.
- Exceptional technical writing, editing, and proofreading skills.
- Strong project management abilities to handle multiple concurrent high-priority deadlines.
- Advanced proficiency in Microsoft Word (styles, templates, complex document management).
- Proficiency with Microsoft Excel, PowerPoint, Teams, SharePoint, and Adobe Acrobat.
- Ability to work in a deadline-driven environment including occasional evenings or weekends.
- Occasional travel for customer meetings or proposal activities.
- Bachelor’s degree in Business, Communications, Journalism, or a related field preferred.
- Experience with GovDash, SAM.gov, or similar federal opportunity platforms.
- Experience supporting Alaska Native Corporations or SBA 8(a) companies is preferred.
Responsibilities
- Manage the end-to-end proposal lifecycle from opportunity qualification through submission and debriefs.
- Analyze federal solicitations to identify requirements, evaluation criteria, and submission instructions.
- Develop and maintain proposal schedules, compliance matrices, outlines, and action-item logs.
- Facilitate review cycles (Pink, Red, Gold Teams) and consolidate feedback for final submission.
- Coordinate contributors across executive, technical, and operational teams to meet strict deadlines.
- Draft and edit proposal narratives including executive summaries, management approaches, and past performance.
- Maintain centralized content libraries and proposal records.
- Track proposal metrics and identify process improvements to enhance win performance.
