Requirements
- Bachelor’s degree or equivalent professional experience in business development, capture management, bid management, or related roles.
- 3+ years of experience supporting sales or business development efforts, preferably within government or public sector environments.
- Experience working with state or federal government healthcare programs or Health and Human Services initiatives is highly desirable.
- Strong understanding of government procurement processes, competitive positioning, and public sector contracting dynamics.
- Demonstrated success in developing and executing win strategies that result in captured business.
- Strong project management and organizational skills with the ability to coordinate multiple stakeholders and deadlines.
- Ability to build strong relationships with internal teams and influence without direct authority.
- Strategic mindset with strong analytical thinking and results-oriented execution approach.
- Excellent communication and writing skills, with the ability to craft compelling narratives and proposals.
- Familiarity with competitive analysis, market research, and pricing strategies is highly valued.
Responsibilities
- Develop and execute capture strategies, win themes, and value propositions to support both retention of incumbent contracts and acquisition of new organic growth opportunities.
- Lead cross-functional capture teams, including SMEs, proposal writers, pricing analysts, and technical experts, to develop compelling and compliant proposals.
- Conduct market and opportunity analysis, including assessment of customer needs, budgets, competitive landscape, and incumbent positioning.
- Build and maintain capture management plans aligned with client procurement processes, evaluation criteria, and decision frameworks.
- Support price-to-win and solution-shaping activities by providing strategic input into cost structures and competitive positioning.
- Ensure integration of capture intelligence into proposals, strengthening differentiation and alignment with client expectations.
- Track and report capture performance metrics such as win rates, pipeline health, and proposal outcomes to senior leadership.
- Facilitate after-action reviews to capture lessons learned and continuously improve capture strategies and methodologies.
- Identify risks, gaps, and mitigation strategies throughout the capture lifecycle to improve probability of win.
