Requirements
- Bachelor’s degree required (or equivalent experience: 8 years of relevant experience may substitute for education).
- Minimum 5 years of experience in program analysis, business analysis, operations, or related analytical roles.
- Strong ability to evaluate program effectiveness using both qualitative and quantitative data.
- Experience designing or improving methods for data collection, analysis, and performance measurement.
- Strong analytical and problem-solving skills with the ability to interpret complex data sets.
- Ability to manipulate and present data clearly to support business decisions and recommendations.
- Understanding of IT environments and familiarity with organizational change management concepts is preferred.
- Strong written and verbal communication skills, with the ability to prepare and present reports to stakeholders.
- Ability to work independently in a fast-paced, evolving federal environment.
Responsibilities
- Conduct research, analyze qualitative and quantitative data, and identify trends to evaluate program and operational effectiveness.
- Develop reports, dashboards, and presentations that communicate program status, performance metrics, and actionable recommendations.
- Assess programs, policies, procedures, and business processes to identify gaps and propose improvements.
- Support the development of program requirements, budgets, schedules, and performance tracking mechanisms.
- Draft and update policies, procedures, and operational documentation to improve consistency and efficiency.
- Identify operational issues, analyze root causes, and recommend solutions to improve program outcomes.
- Assist program managers in planning, evaluating, and optimizing program performance and effectiveness.
- Develop methods for collecting and analyzing data to support ongoing program evaluation and decision-making.
- Present findings and recommendations to stakeholders in a clear, structured, and actionable manner.
