Requirements
- 7+ years of combined federal capture and proposal experience.
- Experience leading at least 10 federal proposal submissions.
- Fluency in federal acquisition regulations (FAR, DFARS, GSA, etc.).
- Shipley capture-and-proposal methodology training required.
- Proficiency in proposal collaboration tools (MS Word, SharePoint, etc.).
- Ability to draft executive summaries and technical content.
- Bachelor’s degree or equivalent operational experience.
- Experience in growth-stage firms preferred.
- Secret clearance eligibility preferred for DoD/DHA pursuits.
Responsibilities
- Run capture based on Shipley best practices including opportunity qualification, win strategy, and price-to-win.
- Own end-to-end proposal development lifecycle from kickoff to submission.
- Draft compliant executive summaries and key technical, management, and past-performance volumes.
- Build and maintain a content library and past-performance database.
- Orchestrate SME and partner contributions for proposal responses.
- Partner with Federal AEs and operations teams on capture and delivery.
- Instrument win/loss analytics and report KPIs to leadership.
- Represent company at industry days and conferences.
