Requirements
- Bachelor’s degree in Engineering, Finance, or a related technical discipline with 25+ years of relevant experience.
- Master’s degree with 15+ years of relevant experience may be considered equivalent.
- Ability to obtain and maintain a SECRET Security Clearance.
- Demonstrated technical mastery within a specialized field relevant to industrial base operations, manufacturing systems, or infrastructure modernization.
- Experience supporting defense industrial base programs, manufacturing operations, or large-scale industrial facilities.
- Familiarity with government-owned contractor-operated (GOCO) facilities.
- Proven ability to independently apply advanced technical or financial knowledge to complex project challenges.
- Strong analytical, problem-solving, and data interpretation capabilities.
- Excellent written and verbal communication skills.
Responsibilities
- Provide senior-level subject matter expertise supporting ARMS program initiatives, industrial base assessments, and facility utilization studies.
- Evaluate government-owned industrial facilities and manufacturing infrastructure to identify modernization opportunities and operational improvements.
- Support technical and financial analyses related to facility utilization, industrial base capacity, and modernization planning.
- Contribute to development of analytical models, decision-support tools, and program methodologies supporting industrial base investment decisions.
- Implement project plans, collect and analyze data to measure progress, and report findings to project stakeholders.
- Conduct technical evaluations of manufacturing systems, operational processes, and facility capabilities to support program objectives.
- Provide expert insight supporting acquisition strategy development, supply chain assessments, and industrial base sustainment planning.
- Contribute to technical documentation including engineering studies, facility assessments, modernization analyses, and technical reports.
