Requirements
- Bring 12+ years of software engineering experience, including at least 5 years in senior technical leadership positions such as CTO, VP of Engineering, or Head of Engineering.
- Demonstrate experience leading and scaling engineering organizations and enterprise software platforms in complex technology environments.
- Have expertise in software and systems architecture, including distributed systems, cloud-native architecture, APIs, data platforms, scalability, and security.
- Bring experience with modern engineering practices.
- Have strong product judgment and experience making customer-driven product and technology decisions based on user needs and business outcomes.
- Demonstrate a track record of establishing technical visions and aligning engineering teams, executives, and stakeholders around strategic priorities.
- Have experience in government technology, justice or court systems, legal technology, or other regulated public-sector environments; this is highly desirable.
- Experience incubating new products or working in a startup, innovation lab, or venture environment is preferred.
- Hands-on experience applying artificial intelligence, machine learning, and data-driven technologies to products is preferred.
- Have experience working in Agile environments or formal training in Scrum or Agile methodologies.
- Hold a bachelor's degree in Computer Science, Engineering, or a related technical discipline; an advanced degree is an advantage.
- Be comfortable operating as a strategic technology leader while remaining close to engineering, architecture, product, and customer needs.
Responsibilities
- Develop and lead a multi-year technology strategy and roadmap aligned with organizational goals.
- Establish a customer-centric, problem-first product development approach.
- Identify emerging technologies, market opportunities, partnerships, and potential acquisitions.
- Advise executive leadership on technology investments, build-versus-buy decisions, and strategic initiatives.
- Define architectural vision and engineering principles for secure, scalable, configurable, and maintainable systems.
- Promote platform thinking through reusable services, APIs, shared components, and common capabilities.
- Lead modernization of the technology portfolio, including technical debt reduction and platform consolidation.
- Lead the engineering organization and advance modern engineering practices, Agile methodologies, and Scrum-at-Scale.
- Build and develop the technology organization through organizational design, leadership development, succession planning, workforce strategy, and recruitment.
- Establish security, privacy, compliance, data governance, technology governance, and risk-management practices.
- Oversee technology investment, performance, operational resilience, and resource allocation.
