Requirements
- At least 6 years of professional experience in labor compliance.
- Strong knowledge of labor compliance policies, procedures, industry practices, executive orders, and regulations for federally and state-funded projects.
- Experience reviewing and auditing certified payroll records and related labor compliance documentation.
- Working knowledge of the California Labor Code as it applies to public works projects.
- Expertise in HUD, Davis-Bacon, Section 3, and Build America, Buy America (BABA) requirements.
- Ability to analyze complex documentation, identify discrepancies, investigate potential compliance issues, and apply professional judgment.
- Experience working with government agencies, contractors, union organizations, public-sector clients, and other project stakeholders.
- Proficiency with Microsoft Office applications, particularly Excel, Word, and Outlook.
- Ability to manage multiple projects, assignments, deadlines, and competing priorities with attention to detail.
- Willingness and ability to travel to project sites throughout Northern and Southern California metropolitan areas.
- Experience with LCPtracker, eComply, or similar labor compliance management systems is preferred.
- Experience supporting labor compliance for public works, affordable housing, community development, or federally funded infrastructure projects is preferred.
- Experience preparing compliance reports for HUD-funded or other grant-funded programs is preferred.
Responsibilities
- Audit and verify certified payroll records, fringe benefit statements, employer training contributions, apprenticeship documentation, and related compliance materials.
- Work with contractor representatives to correct missing, incomplete, or inaccurate documentation and resolve compliance issues.
- Investigate alleged noncompliance involving prevailing wages, fringe benefits, apprenticeship standards, and other labor requirements.
- Use LCPtracker, the California Department of Industrial Relations website, SAM.gov, and related platforms to monitor submissions and supporting documentation.
- Maintain, reconcile, and analyze project data on payroll compliance and workforce goals, including craft hours, trade classifications, and local hire hours.
- Monitor contractor-specific and project-wide Section 3 requirements, goals, and performance.
- Conduct onsite worker interviews and reconcile results with payroll records and other project documentation.
- Maintain organized electronic project files and prepare periodic labor compliance reports for public agencies and government entities.
- Coordinate with internal teams, contractors, clients, public agencies, unions, and other stakeholders on project delivery and regulatory compliance.
