Requirements
- Bring 7+ years of relevant experience in business analysis, business transformation, acquisition modernization, management consulting, or a related field.
- Have hands-on experience using Python for data preparation and analysis.
- Use SQL to query, join, validate, and interpret data in support of requirements and process redesign.
- Have working knowledge of federal acquisition and pre-award processes, including the Federal Acquisition Regulation (FAR), PWS development, market research, and acquisition planning.
- Demonstrate experience leading complex requirements-definition and process-redesign initiatives for software, automation, digital transformation, or modernization programs.
- Be able to lead through influence while remaining hands-on with analysis, process documentation, workshops, requirements, and delivery details.
- Bring strong analytical and problem-solving skills to ambiguous business problems.
- Have strong communication and facilitation skills for working with federal stakeholders and synthesizing diverse perspectives into recommendations.
- A bachelor’s degree is preferred.
- Must be able to successfully complete the background investigation, suitability, credentialing, and system-access requirements applicable to a Moderate Risk Public Trust position.
Responsibilities
- Lead discovery and requirements definition for acquisition planning and pre-award workflows, including PWS development, market research, acquisition planning, and clause selection.
- Analyze acquisition-process data with Python and SQL to validate business rules, identify exceptions, substantiate requirements, and support process-improvement recommendations.
- Document current-state processes, business rules, pain points, controls, data requirements, dependencies, and stakeholder handoffs.
- Design future-state workflows that reduce manual effort and improve consistency, traceability, control, and operational efficiency.
- Facilitate stakeholder workshops and translate business needs into requirements, user stories, acceptance criteria, and recommendations.
- Identify practical opportunities for AI, automation, digital forms, Microsoft Power Platform, and integrated data solutions while accounting for human review, policy, security, and compliance.
- Guide junior business analysts and collaborate with solution designers and engineering teams through design, prototyping, testing, and user-acceptance activities.
- Prepare client materials, process documentation, recommendations, and implementation guidance for senior federal stakeholders.
