Requirements
- Bachelor’s degree in Information Systems, Computer Science, Business, or project management (or equivalent work experience).
- PMP® Certification.
- At least 7 years of experience managing IT projects for external customers, including 5+ years managing system implementations.
- Demonstrated experience managing IT projects exceeding $500,000 in budget.
- Successful delivery of at least one large-scale system implementation from requirements through go-live.
- Proficiency with project management and delivery tools such as Jira, Azure DevOps, Microsoft Project, Smartsheet, or ServiceNow.
- AI-forward mindset with the ability to leverage AI tools for project planning, documentation, and analysis.
- Working knowledge of software development, system integration, APIs, and data flows.
- Excellent communication and consultative skills with the ability to engage technical teams and non-technical executives.
- Ability to manage conflict and negotiate solutions in a fast-paced environment.
- Experience managing projects with federal, state, and private clients.
- Agile certification is preferred (e.g., PMI-ACP®, CSM, or SAFe®).
Responsibilities
- Lead the full system development life cycle (SDLC) for IT projects from initiation through go-live and transition.
- Serve as the primary liaison between clients, vendors, stakeholders, and internal teams to ensure successful outcomes.
- Define project scope, deliverables, tasks, and resource allocation while maintaining schedule baselines.
- Monitor project budgets, forecast resource utilization, and review invoices to achieve target gross margins.
- Apply appropriate delivery methodologies such as Waterfall, Agile, or Scrum based on specific client requirements.
- Facilitate requirements gathering and maintain a Requirements Traceability Matrix (RTM) in partnership with technical teams.
- Identify, monitor, and mitigate project risks including technical dependencies and system integrations.
- Oversee quality assurance activities including UAT, defect triage, and go-live readiness decisions.
- Coordinate with third-party vendors and define statements of work for subcontractors.
- Collaborate with OCM and training teams to ensure end-user readiness and support federal oversight activities.
