Requirements

  • Active DoD Secret security clearance.
  • U.S. citizenship.
  • Minimum of five (5) years of recent experience managing programs or supporting DoD/DoW financial management efforts.
  • Current project or program management certification: PMP, PgMP, or an equivalent credential.
  • Comprehensive knowledge of the DoD Planning, Programming, Budgeting, and Execution (PPBE) process.
  • Hands-on experience with defense business and accounting systems, specifically GFEBS.
  • Bachelor's degree in business, finance, accounting, public administration, information systems, or a related field, or equivalent experience.
  • Experience supporting ASA(ALT) or Army PEO/PM organizations preferred.
  • Working familiarity with the PMRT tool suite (CCaR, PDAA, PMRT Enterprise Analytics).
  • Experience with Army acquisition financial execution and reconciliation.
  • Experience leading distributed or remote teams.
  • Familiarity with Qlik Sense or comparable BI/analytics platforms.

Responsibilities

  • Provide management, coordination, quality assurance, and leadership of all contractor activities under the task order, including any subcontractor personnel.
  • Direct and coordinate a cross-functional, geographically distributed team of Management Analysts and Business Analysts embedded in CPE/PAE program offices.
  • Ensure disciplined execution of approved plans, schedules, and governance processes under firm-fixed-price performance.
  • Serve as the contractor's primary interface with the AAS COR, ASA(ALT) TPOC, and Government program authorities.
  • Plan and execute contract start-up activities including the Project Kick-Off Meeting and Transition-In requirements.
  • Provide regular status briefings to Government leadership regarding cost, schedule, performance, and risk.
  • Produce and quality-control contract deliverables, including Monthly Status Reports and the Quality Control Plan.
  • Operate the contractor's quality management program and ensure alignment with the Government's QASP surveillance.
  • Manage staffing continuity including leave coverage and timely backfill or filling of new positions.
  • Oversee personnel security and access compliance and safeguard Government information and property.
