Requirements
- Ph.D. with a minimum of 3 years, Master’s degree with a minimum of 7 years, or Bachelor’s degree with a minimum of 9 years of relevant experience.
- Proven experience delivering technical assistance to public agencies, nonprofits, or higher education institutions.
- Experience managing complex projects and leading cross-functional teams.
- Direct experience working with or within community colleges to lead initiatives and support institutional change.
- Demonstrated knowledge of postsecondary education, workforce development, and career pathways.
- Established professional networks within the higher education and workforce development fields.
- Strong business development and proposal writing skills.
- Proficiency in interpreting and applying quantitative and qualitative data to inform strategy.
- Familiarity with federal funding streams and policies including WIOA, Perkins V, and Second Chance Pell.
- Strong facilitation, coaching, and stakeholder engagement skills.
Responsibilities
- Lead cross-sector technical assistance efforts that strengthen alignment among postsecondary education institutions, workforce systems, and community-based organizations.
- Serve as a subject matter expert on work-based learning, including apprenticeships, and develop tools for program design and implementation.
- Advise on non-degree credentials and professional certifications, collaborating with employers to meet workforce needs.
- Support data collection practices regarding student experiences and employment outcomes for both credit and non-credit programs.
- Provide guidance for higher education in prison initiatives, including program design and effective service delivery.
- Conduct policy and program analysis to evaluate funding streams, service delivery models, and institutional practices.
- Translate research into actionable tools, briefs, toolkits, and training materials for practitioners.
- Pursue new business opportunities with federal, state, and foundation clients.
