Requirements

  • Master’s degree in engineering, architecture, health care administration/management, or business management with a health care concentration.
  • 15+ years of experience in military medical facilities strategic planning, requirements planning, design, and construction.
  • Demonstrated on-site military medical construction management experience.
  • Five years of writing/editing DoD, Military Department, or DHA facility-related policy documents.
  • Strong communications (written & verbal), analysis, research, and problem-solving skills.
  • Ability to synthesize large amounts of information into concise leadership updates.
  • Advanced skills in Microsoft Word editing/formatting tools.
  • Proficiency in MS PowerPoint, MS Excel, and Adobe Acrobat.
  • Must have or be able to obtain and maintain a Real ID or Passport for commercial airfare travel.
  • Must have or be able to obtain and maintain a valid driver's license.

Responsibilities

  • Research and analyze military medical facility policy, strategic planning, requirements planning, design, construction, MILCON, and SRM matters.
  • Develop, review, revise, and coordinate DoD, Military Department, and DHA facility-related policies, procedures, guidance, plans, and supporting documentation.
  • Translate complex technical, policy, program, and stakeholder information into concise leadership updates, executive summaries, information papers, decision papers, reports, and briefing materials.
  • Identify policy gaps, conflicting requirements, execution risks, and opportunities to improve facility-planning and business processes.
  • Support strategic-planning initiatives, organizational priorities, special studies, process improvements, and leadership-directed actions.
  • Coordinate and consolidate input from DHA leadership, Government representatives, technical subject-matter experts, military medical facilities, and other DoD stakeholders.
  • Perform senior-level quality reviews to ensure work products are accurate, complete, consistent, properly formatted, and appropriate for leadership review.
  • Maintain supporting research, records, schedules, action trackers, and other documentation in accordance with Government records-management requirements.
