Requirements
- Eight or more years of business-intelligence platform experience, including senior-level administration of IBM Cognos Analytics.
- Expertise with IBM Cognos Framework Manager, data-source connections, business-logic modeling, and package publishing.
- Experience administering Cognos on Windows and Linux servers, including installation, patching, and security configuration.
- Bachelor's degree in Information Systems, Computer Science, Data Analytics, Engineering, or a related field (Master's preferred; experience may substitute).
- Experience with enterprise monitoring and incident response aligned to NIST standards in a federal or regulated environment.
- Knowledge of Agile/Scrum practices in a Government CI/CD environment.
- Experience producing SOPs and technical documentation.
- Must be able to meet and maintain eligibility for a Public Trust position.
- Must obtain and maintain any necessary security access and/or background checks.
Responsibilities
- Administer the IBM Cognos Analytics framework and related servers for optimum performance, reliability, and security.
- Manage application-server configuration, COTS installation, and patching.
- Serve as the Cognos super user for the Cognos Framework Manager metadata model, connecting data sources and publishing packages.
- Administer Cognos security, user roles, and access in accordance with USCB policy.
- Drive SLA reporting, capacity planning, and proactive incident response using enterprise monitoring tools.
- Author and maintain Standard Operating Procedures (SOPs) for the Cognos environment.
- Support the business-intelligence team in deploying packages through the CI/CD pipeline.
- Participate in Agile Scrum activities including daily standups, sprint planning, and retrospectives.
