Requirements

  • At least 10 years of progressive leadership or management experience in public health programs.
  • Demonstrated success managing a team of at least 30 people.
  • Experience managing a program portfolio of $8 to $10M in revenue.
  • Master’s degree in public health or similar field (or a Bachelor’s degree with eight additional years of relevant experience).
  • Expertise in the substance use, problem gambling, and behavioral health treatment ecosystem.
  • Proven track record securing and managing significant federal or state contracts.
  • Experience in building and managing complex, multi-layered project budgets.
  • Deep understanding of and commitment to health and racial equity frameworks.
  • Strong project management skills with the ability to set strategic vision and priorities.
  • Exceptional team management and mentoring capabilities.
  • Excellent client and partner engagement skills for navigating multi-stakeholder landscapes.

Responsibilities

  • Lead a portfolio of statewide helplines and associated team of staff, providing direction on staffing, hiring, budgets, planning, and evaluation.
  • Establish a vision for the public health services cluster and develop goals that support health and racial equity.
  • Supervise at least two senior staff and administrative coordinators to ensure effective project implementation.
  • Manage and monitor a cluster budget of $10M+ to ensure alignment with contractual and programmatic requirements.
  • Identify and secure new business development opportunities and lead proposal efforts.
  • Serve as a subject matter expert in helpline and behavioral health services, contributing to thought leadership, webinars, and practice briefs.
  • Collaborate with senior staff to maintain 24/7/365 helpline operations and foster a cohesive, high-performing team culture.
