Requirements

  • Bachelor’s degree in a relevant field; an additional four years of related professional experience may substitute for the degree requirement.
  • At least 5 years of experience implementing organizational change management practices for system implementation projects using an established change management framework.
  • At least 3 years of experience serving in an OCM Lead or SME capacity supporting a State Medicaid Agency or a large healthcare provider organization of comparable complexity and scale.
  • Experience with State HHS IT, Medicaid technology programs, Medicaid Management Information Systems (MMIS), or related healthcare technology implementations is strongly preferred.
  • Demonstrated project management experience, including coordinating deliverables, schedules, stakeholders, risks, and resources.
  • Strong understanding of organizational change principles and the ability to translate them into practical strategies for complex technology transformations.
  • Prosci® certification is strongly preferred.
  • Excellent facilitation and presentation skills, with the ability to communicate complex concepts clearly to technical and non-technical stakeholders.
  • Strong interpersonal and stakeholder management skills, with the ability to establish productive relationships across diverse teams and organizational levels.
  • Strong written and verbal English communication skills.
  • Proficiency with Microsoft applications and common business productivity tools.
  • Willingness to travel approximately 25% to client sites as project needs require.

Responsibilities

  • Provide organizational change management services to State Medicaid Agency (SMA) clients as they transform their organizations in alignment with Medicaid Enterprise System strategies.
  • Support project leadership in managing OCM activities, deliverables, timelines, resources, and project priorities.
  • Develop OCM plans, surveys, assessments, communications, and other project artifacts that support successful organizational adoption.
  • Build and maintain strong relationships with client stakeholders, project teams, vendors, and other key partners.
  • Monitor and report on project status, progress, budgets, schedules, quality, risks, and resource requirements.
  • Facilitate internal project meetings as well as meetings involving clients, vendors, and broader project teams to achieve project objectives.
  • Assist with the development, review, presentation, and implementation of project deliverables.
  • Identify, document, track, and escalate project actions, issues, risks, and decisions to appropriate leadership and stakeholders.
  • Provide clear, consistent, and timely communication to clients, team members, vendors, and other project stakeholders.
