Requirements
- PhD or equivalent quantitative expertise in a relevant field.
- Deep background in cost-effectiveness or health economics.
- Proven experience in technical leadership and team management at scale, specifically within low- and middle-income country contexts.
- Demonstrable experience as a steward of evidence in real implementation settings rather than purely academic research.
- Strong change management skills with the ability to build trust across diverse teams and cultures.
- Ability to judge technical evidence quality and hold teams to high standards.
- Courage to surface uncomfortable findings to senior leadership and recommend strategic course changes.
- Ability to travel approximately 20% of the time, both nationally and internationally.
Responsibilities
- Lead a holistic evidence function by integrating MLE, cost-effectiveness modeling, and epidemiology to inform program improvements.
- Set a cross-program evidence strategy in collaboration with global leadership and program leads.
- Serve as a technical thought partner to evolve cost-effectiveness tooling and shorten feedback loops between costs and impact.
- Champion evidence across the program lifecycle to feed lessons into scaling decisions.
- Institutionalize monitoring and learning practices, such as A/B testing, to drive continuous performance improvement.
- Establish and enforce quality assurance systems and methodology standards, including surfacing uncomfortable findings.
- Provide evidence-based recommendations that inform program scale-up, iteration, and wind-down decisions.
- Lead a multi-disciplinary function through organizational change and build technical management capacity.
- Represent the organization externally to donors, the board, and technical partners regarding evidence philosophy and methodology.
