Requirements
- Bachelor’s degree in Engineering, Construction Management, or related field (equivalent experience considered).
- Minimum of 10 years of relevant construction experience, including pre-construction estimating and project planning.
- Experience with federal construction projects (US Army Corps of Engineers, DOT).
- Proven experience managing pre-construction processes, cost estimating, and bid preparation.
- Proficiency in Pre-Construction software, specifically HCSS HeavyBid.
- Strong mathematical skills and proficiency in Microsoft Office (Word, Excel, PowerPoint).
- Ability to analyze historical project data and identify cost trends.
- Ability to read project plans, specifications, and coordinate project scope.
- Demonstrated ability to prepare accurate budgets and cost estimates with fiscal management principles.
- Willingness to travel for work-related purposes.
- Valid state driver's license and ability to operate a vehicle safely.
- Ability to pass drug, driving, and background screening.
Responsibilities
- Oversee the development, accuracy, and delivery of project estimates and proposals.
- Manage pre-construction processes including bid preparation, cost estimating, and scope evaluation.
- Maintain historical cost databases and manage HCSS HeavyBid library and software platforms.
- Perform and oversee self-perform estimating for key construction activities (earthwork, concrete, structural).
- Conduct project risk analysis, identify magnitude, and incorporate mitigation strategies.
- Coordinate with senior leadership, operations, and project teams to support strategic pursuits.
- Lead design development meetings, scope reviews, and internal estimate validation.
- Manage subcontractor/supplier solicitation, bid leveling, and negotiations.
- Mentor and develop estimators and coordinators.
- Facilitate transition of estimates into baseline budgets post-award.
