Requirements:
Bachelor's or Master's degree with 12-15 years of relevant experience or 10-13 years with a Master's At least 4 years in a management capacity 3+ years of experience directly managing software development programs Extensive working knowledge of program management practices to create, track and maintain cost, schedule, performance, and risk metrics Working knowledge of the Risk Management Framework within the DoD Excellent knowledge of MS Office products Working knowledge of agile management constructs (Agility, JIRA, Rally, etc.) Working knowledge of change management principles and practices Outstanding communication, organization, leadership, and problem-solving ability Excellent oral communication / briefing skills Experience managing Firm Fixed Price contracts and software development efforts Demonstrated integrity and accountability Secret Clearance
Responsibilities:
Implement operational strategies within Directorate Optimize processes, enhance productivity, and ensure quality Explore new markets and create new corporate offerings Identify, track, and mitigate portfolio risk Manage operational budgets effectively Identify areas for cost-saving measures and process improvements Meet/exceed approved revenue and profit targets Ensure contract and task ceiling and hours are maximized Identify scope and ceiling increase opportunities Identify adjacent work with the same customer (Organic Growth) Conduct customer engagement and participate in reviews Ensure contractual deliverables are met/exceeded Ensure Comprehensive Professional Development for assigned employees Partner with HR for Talent Acquisition Engage in Performance Management Build and maintain professional relationships with clients Shape client satisfaction and CPAR ratings Create, track, and maintain metrics Ensure effective communication with all stakeholders Prepare staffing plans Develop and maintain project management plans Assist planning and development teams by removing roadblocks and mentoring Ensure risk management framework is followed Execute all contract requirements
