  • Develop practical partnership models such as consortiums, private sector-led initiatives, and blended finance approaches.
  • Define a compelling 'Investing in WASH' narrative for both private sector and GAC audiences.
  • Recommend an internal operational model, governance, and staffing structure for managing partnerships.
  • Create a phased implementation roadmap, risk registry, and success metrics.
