Requirements
- Hold a recognised technical qualification such as an HNC/HND, NVQ Level 3 or above, or a degree in Building Services Engineering, Mechanical/Electrical Engineering, or a related discipline.
- Candidates with an electrical or mechanical trade background may be considered with relevant time-served experience and supervisory qualifications.
- Have demonstrable experience managing hard services delivery within a PFI, PPP, or similarly regulated contractual environment.
- Be able to evidence experience with payment mechanisms, availability-based contracts, and performance deduction regimes.
- Have a strong understanding of statutory compliance frameworks, including L8, F-Gas, and Electricity at Work Regulations.
Responsibilities
- Manage day-to-day delivery of HVAC, electrical, building management, fire and life safety, and building fabric services.
- Ensure services meet the Project Agreement, Service Level Agreements, and PFI payment mechanism requirements.
- Maintain statutory compliance and audit-ready technical documentation, asset registers, and maintenance records.
- Oversee subcontractor and supply chain performance, including subcontract commercial management, variations, and works instructions.
- Liaise with the SPV, funders, and authority or client representatives on performance reporting, deductions, availability calculations, and unitary charge implications.
- Lead lifecycle planning and asset replacement programmes in line with long-term maintenance and lifecycle funding obligations.
- Manage CDM responsibilities, permit-to-work systems, and risk assessments across technical services.
- Manage, mentor, and develop engineers and technicians, maintaining appropriate resourcing, competency, and training.
