Based in New York, New Jersey, Washington State, or California (outside of the San Francisco Bay area): $164,640.00 - $205,800. Based in the San Francisco Bay area, California: $182,960.00 - $228,700. This role may be eligible to participate in Twilio’s equity plan and corporate bonus plan.

Requirements
- Have 8+ years of professional experience in telco supply chain operations, supplier governance, strategy and governance, vendor management, revenue assurance, process improvement, or RevOps.
- Have experience building and maintaining automated data pipelines and backend data models, and working with ambiguous datasets.
- Have experience using SQL and BI visualization platforms to support data-driven decision-making.
- Have experience setting enterprise-level policy, governance frameworks, or risk appetite in ambiguous environments.
- Be able to craft executive-level narratives and risk reporting for C-suite and Audit Committee audiences.
- Have experience sponsoring, defining, or building enterprise-scale compliance or monitoring infrastructure.
- Have experience leading culture change, stakeholder alignment, and training across internal teams and external partners.
- Have strong written and verbal communication skills and experience presenting to cross-functional leadership and executive decision-makers.
- Have strong analytical skills using Excel/Google Sheets, SQL, or Looker to model cost trends and analyze complex datasets.
- Desired: experience with wholesale rate changes, margin validation, Supplier Deal Desks, supplier QBRs, RTB cadences, or team OKRs.
- Desired: knowledge of A2P SMS, international voice/messaging routing, carrier contracts or billing, fraud frameworks, or global regulatory and industry standards.
- Desired: experience with Airtable, Jira, Confluence, or operational dashboards.
Responsibilities
- Set enterprise policy and risk appetite for the Know Your Supplier (KYS) governance framework.
- Set policy for telecom supplier rate changes and wholesale margin management, and adjudicate escalations.
- Author, maintain, and enforce operational runbooks, supply policies, and Rules of Engagement.
- Analyze Risks & Opportunities (R&O) using statistical methods to identify trends and opportunities.
- Build analytical and systems infrastructure to monitor supplier compliance and risk at enterprise scale.
- Develop risk forecasting models and real-time monitoring mechanisms using external factors and datasets.
- Create and maintain dashboards and visualizations to track KPIs for KYS and broader IRSG initiatives.
- Champion governance and culture-change training across internal stakeholders, carrier partners, and leadership.
- Own the R&O narrative for executive leadership and the Audit Committee.
- Own enterprise-level supplier QBRs and operational risk reviews.
