Based in New York, New Jersey, Washington State, or California (outside of the San Francisco Bay area): $164,640.00 - $205,800.00. Based in the San Francisco Bay area, California: $182,960.00 - $228,700.00. This role may be eligible to participate in Twilio’s equity plan and corporate bonus plan.

Requirements
- 8+ years of professional experience in telco supply chain operations, supplier governance, strategy and governance, vendor management, revenue assurance, process improvement, or Revenue Operations (RevOps).
- Experience building and maintaining automated data pipelines and backend data models, and navigating ambiguous datasets.
- Experience using SQL and BI visualization platforms to support data-driven decision-making.
- Experience setting enterprise-level policy, governance frameworks, or risk appetite in ambiguous environments.
- Experience crafting executive-level narratives and risk reporting for C-suite and Audit Committee audiences.
- Experience sponsoring, defining, or building enterprise-scale compliance or monitoring infrastructure.
- Experience leading culture change, stakeholder alignment, and training across internal teams and external partners.
- Strong analytical capability using Excel or Google Sheets, SQL, or Looker to model cost trends and analyze complex datasets.
- Experience presenting to cross-functional leadership and executive decision-makers.
- Desired: Experience managing or setting policy for wholesale rate changes, margin validation, or Supplier Deal Desks.
- Desired: Experience facilitating enterprise Run-the-Business cadences, supplier QBRs, and team OKR tracking.
- Desired: Knowledge of A2P SMS, international voice and messaging routing, carrier contracts and billing, or fraud frameworks such as AIT/IRSF.
Responsibilities
- Set enterprise policy and risk appetite for the Know Your Supplier (KYS) governance framework.
- Set policy for telecom supplier rate changes and wholesale margin management, and adjudicate escalations.
- Author, maintain, and enforce operational Runbooks, supply policies, and Rules of Engagement across cross-functional teams.
- Analyze Risks & Opportunities (R&O) using statistical methods to identify trends and opportunities.
- Build analytical and systems infrastructure to monitor supplier compliance and risk, including risk forecasting models and real-time monitoring mechanisms.
- Create and maintain dashboards and visualizations using tools such as Tableau, Power BI, or Looker to track KPIs.
- Champion governance and culture-change training across internal stakeholders, carrier partners, and leadership.
- Own the R&O narrative for executive leadership and the Audit Committee on supplier cost, compliance, and capacity exposure.
- Own enterprise supplier QBRs and operational risk reviews, ensuring they inform and withstand executive and Audit Committee scrutiny.
