Requirements

  • Master’s or PhD in Epidemiology, Biostatistics, Data Science, Public Health, Health Informatics, or a related field.
  • At least 8 years of experience in public health or a related discipline in health data analytics, disease surveillance, or decision science.
  • Experience in capacity-building, training, and mentorship of public health professionals.
  • Strong understanding of public health data compilation, management, and analysis, including public health informatics.
  • Advanced R skills, including data preparation, descriptive statistics, data visualization, and geospatial mapping.
  • Intermediate proficiency in R Shiny and Quarto or Markdown for interactive applications and automated reports.
  • Understanding of programming principles for organizing and executing complex data pipelines and information product generation.
  • Knowledge of International Health Regulations (IHR 2005), Integrated Disease Surveillance and Response (IDSR), and One Health approaches.
  • Experience engaging government agencies, development partners, and global health organizations.
  • Proficiency in English is a strong asset.

Responsibilities

  • Identify data needs with directors and decision-makers responsible for public health emergency management.
  • Coach and provide technical assistance to INSP staff developing priority information products, including 7-1-7 dashboards.
  • Identify data-sharing, governance, and use bottlenecks and collaborate with relevant departments to address them.
  • Mentor and build capacity in data management, analysis, visualization, and interpretation, including analysis of 7-1-7 timelines.
  • Support development of weekly epidemiological reports, epidemiological bulletins, situation reports, and risk information products.
  • Improve data visualization dashboards, predictive analysis models, and automated reporting systems.
  • Analyze 7-1-7 data and produce insights to guide decisions, identify bottlenecks, and prioritize rapid response fund activation.
  • Organize training workshops and hands-on sessions for staff at national and subnational surveillance structures.
  • Facilitate data-use strategies, data sharing, stakeholder engagement, and coordination among surveillance structures and other agencies.
  • Provide technical support for strategic documents and guidelines on national surveillance architecture and data governance.
