Requirements
- Bachelor's degree or higher in Business Administration, Public Administration, Social Services, or a related field, or an equivalent combination of education and experience.
- 3–5+ years of experience in workforce development operations, with a strong background in quality assurance, compliance, program monitoring, or audit.
- Hands-on experience with frontline or supervisory workforce program work, such as eligibility, enrollment, case management, service approvals, or data entry.
- Working knowledge of WIOA, public workforce funding streams, eligibility requirements, and service documentation standards; SNAP E&T or TANF experience is preferred.
- Experience conducting file audits, root-cause analysis, and corrective action planning, and translating findings into operational improvements.
- Ability to stabilize or turn around under-performing teams, programs, or processes and make decisions quickly with incomplete information.
- Experience designing and delivering training for adult learners.
- Strong analytical skills to identify trends and systemic issues in QA and performance data.
- Ability to coach staff, influence leaders without direct authority, and collaborate across Performance, QA, and Operations.
- Advanced proficiency in Microsoft Office and case-management or QA reporting systems; state workforce management systems such as CalJOBS or WorkInTexas are preferred.
- Available to work across applicable business hours based on organizational and project needs.
- Willingness and ability to travel frequently to project sites, sometimes on short notice.
Responsibilities
- Deploy to assigned projects, assess operations and compliance exposure, and provide hands-on support to stabilize performance, quality, staffing, or operational breakdowns.
- Perform project work such as eligibility and enrollment processing, case file documentation, service-submission preparation, data entry in state workforce systems, and corrections.
- Make and document operational decisions, build short-term stabilization plans, and provide status updates to leadership.
- Coach project directors, supervisors, and frontline staff while working alongside them, then transition responsibilities back with documented procedures and follow-up checkpoints.
- Conduct targeted file reviews, pre-audit and pre-monitoring reviews, and risk assessments covering eligibility, enrollment, documentation, service approvals, and data integrity.
- Analyze QA, monitoring, and performance data to identify recurring errors, root causes, and bottlenecks; develop corrective action plans and validate sustained improvement.
- Contribute QA and integrity measures to scorecards and dashboards, and prepare monthly reports on quality results, stabilization, training, and risks.
- Design and deliver job-specific training, support project start-ups and transitions, and create or update SOPs, desk guides, checklists, and job aids.
- Advise project leadership on workforce guidance, including WIOA and related funding streams, and recommend process, tool, and training updates.
