Requirements
- Bachelor's degree or equivalent qualifying experience.
- Valid Certified Business Analysis Professional (CBAP) or equivalent certification.
- Minimum 5 years of FTE experience applying analytical processes on IT projects within the last 10 years.
- Minimum 3 years of experience in business systems analysis and design within the last 10 years.
- Minimum 2 years of experience supporting California Department of Technology Project Approval Lifecycle (CDT PAL) Stage 2–4 projects.
- Minimum 2 years of experience preparing documentation for CDT Stage Gate Reviews.
- Minimum 1 year of experience with Accela Civic Platform or Accela licensing and enforcement modules.
- Proficiency in Agile and hybrid delivery methodologies (Scrum, SAFe, or Agile-Waterfall).
- Ability to provide verifiable client/user end references from management or supervisory roles.
Responsibilities
- Define comprehensive functional and technical business requirements.
- Conduct system impact and gap analyses to recommend new solutions.
- Collaborate with stakeholders to streamline business processes and create engagement plans.
- Assume accountability for project documentation meeting CDT PAL (stages 2-4) requirements.
- Facilitate and participate in meetings including Scrum ceremonies and JAD sessions.
- Develop epics, features, user stories, and acceptance criteria.
- Prepare data conversion and migration plans, including technical complexity assessments and risk registers.
