Job Details

At least 10 years of progressively responsible experience in learning and development, instructional design, or a related field.
Bachelor's degree in instructional design, adult education, HR, public administration, or a related field (Master's preferred).
Demonstrated experience leading end-to-end learning programs from needs assessment to evaluation.
Advanced knowledge of adult-learning principles, instructional design, blended learning, and program-evaluation methods.
Experience developing curricula, facilitator guides, and accessible learning assessments.
Experience managing cohort-based programs, IDPs, mentoring, and competency frameworks.
Proficiency with Microsoft Word, Excel, PowerPoint, Outlook, Teams, and SharePoint.
Experience with learning-management systems, survey platforms, or virtual-learning platforms.
Strong facilitation, consultation, project-coordination, and stakeholder-management skills.
Ability to satisfy federal suitability, onboarding, and information-handling requirements.

Lead implementation of the Government-established learning and career-development framework for an early-career acquisition cohort.
Develop and maintain development frameworks, curriculum plans, learning objectives, and evaluation methods.
Design and facilitate cohort-based learning activities including workshops, case studies, and speaker series.
Manage participant Individual Development Plans (IDPs), mentoring programs, and rotational assignments.
Maintain learning data and provide narrative insights, trends, and recommendations for executive briefings and monthly reports.
Coordinate program logistics, feedback collection, and maintain accurate records according to federal privacy and accessibility standards.
