Requirements
- Demonstrated expertise in the review and handling of FOIA cases.
- Experience in FOIA case processing, disclosure review, records redaction, appeals, and litigation support.
- Strong knowledge of FOIA processes and related federal laws (FOIA Act, Privacy Act, HIPAA, OPEN Government Act, FOIA Improvement Act).
- Understanding of federal agency FOIA operations and coordination with stakeholders.
- Familiarity with case-management systems, SharePoint, Box, and eDiscovery tools.
- Strong analytical, writing, and organizational skills.
- Ability to obtain and maintain a Tier 1 background investigation.
- Compliance with HSPD-12/PIV requirements and suitability procedures.
- Ability to complete required security, privacy, and records-management training.
- Ability to work remotely and attend in-person meetings as needed.
Responsibilities
- Identify, review, and analyze records for FOIA requests, appeals, and litigation using case-management systems.
- Apply FOIA exemptions and conduct disclosure reviews in accordance with the FOIA Act, Privacy Act, HIPAA, and agency policies.
- Coordinate with Government staff, records custodians, and requesters to clarify scope and disclosure concerns.
- Prepare records for release using approved redaction tools, sanitization, and Bates numbering.
- Support litigation and appeals, including Vaughn-index preparation and eDiscovery document review.
- Implement search terms in eDiscovery systems and document search activity.
- Maintain accurate case files, analyses, and draft responses in designated tracking systems.
- Conduct quality assurance on work products prior to government submission.
- Monitor case progress and recommend process improvements to reduce rework.
