Requirements

  • Bachelor’s degree in a related field (Master’s degree or executive leadership program preferred).
  • 15-20 years of professional experience with 8-12 years of progressive people leadership (or 18-24 years experience with 10-14 years leadership without degree).
  • 10+ years of experience directing federal or Department of War programs, including direct P&L accountability.
  • Demonstrated experience as a Program Manager/Director on a federal contract with a total contract value of at least $100 million.
  • Experience leading integrated delivery organizations of 50 or more personnel.
  • Experience delivering ERP programs, preferably SAP ECC and/or SAP S/4HANA, in a federal/defense environment.
  • Working knowledge of Federal Acquisition Regulation (FAR) and Defense Supplement (DFARS).
  • Demonstrated experience with integrated master schedule management, earned value management, and formal risk management.
  • Executive-level communication skills to brief senior government leadership.
  • PMP certification or equivalent program management certification.
  • Active Secret security clearance or ability to obtain/maintain one (requires U.S. citizenship).

Responsibilities

  • Own overall program profit and loss, including revenue recognition, margin performance, and cost controls.
  • Establish the program operating model, governance cadence, and organizational design.
  • Direct delivery of outcome-based milestones across nine financial process areas, ensuring government-verifiable acceptance criteria are met.
  • Serve as the executive interface to government program leadership, civilian/military leadership, and contracting officers.
  • Lead an integrated program team including deputy program management, solution/platform architecture, development, test, data migration, and change management.
  • Govern teaming partner and subcontractor performance, including deliverable quality and integration of capabilities.
  • Manage program risks, opportunities, and escalations regarding cost, schedule, and technical baselines.
  • Ensure program execution complies with federal acquisition and business system policies (e.g., DoDI 5000.75, DoDI 5000.87, 10 U.S.C. § 2222).
  • Direct workforce strategy including clearance processing, retention, and succession planning.
  • Travel up to 50% to client sites as required by program schedules.
