Requirements
- Minimum 9 years of experience as a Business Analyst, Functional Analyst, or ERP Business Systems Analyst supporting enterprise financial management systems.
- At least 5 years of hands-on functional experience with Oracle E-Business Suite Federal Financials (e.g., General Ledger, Accounts Payable, Fixed Assets).
- Strong experience documenting requirements within federal ERP environments and using both traditional and Agile SDLC methodologies.
- Proven ability to create functional design documents, use cases, process flows, and requirements traceability matrices.
- Demonstrated experience planning and executing unit, system, integration, regression, and User Acceptance Testing.
- Strong production support and troubleshooting capabilities, including transaction research and root-cause analysis.
- Working knowledge of federal financial management compliance (e.g., U.S. Standard General Ledger, Treasury Financial Manual, FASAB standards).
- Experience with federal Core Financial Systems within a CFO Act agency is highly desirable.
- Ability to support federal financial statement audits, including transaction research and corrective action plans.
- Strong communication, analytical, and problem-solving skills with the ability to work independently.
Responsibilities
- Lead functional business analysis across the full SDLC, including requirements elicitation, design, testing, deployment, and post-production support.
- Serve as a functional point of contact between accounting stakeholders and technical teams.
- Develop functional design documents, use cases, process flows, and requirements traceability artifacts.
- Plan and execute testing activities including unit, system, integration, regression, and User Acceptance Testing.
- Investigate and resolve complex production issues through root-cause analysis and coordination with cross-functional teams.
- Prepare analytical deliverables for government stakeholders, including decision papers and alternatives analyses.
- Support structured change management and participate in Change Control Board processes.
- Provide guidance, review, and mentoring to less experienced functional analysts.
