Requirements

  • U.S. citizenship.
  • Bachelor’s degree in a relevant discipline plus 10+ years of relevant experience.
  • 10+ years of professional experience in business intelligence development, analytics, or enterprise reporting.
  • 8+ years of experience with Oracle OTBI, BI Publisher, or enterprise BI platforms such as Tableau, Power BI, or SAP BusinessObjects.
  • Strong SQL skills with experience developing queries against large-scale HR/HCM data models.
  • Experience creating interactive dashboards with drill-down functionality and dynamic visualizations.
  • Understanding of workforce analytics concepts, including headcount, attrition, and workforce planning.
  • Experience developing reports compliant with Section 508 and WCAG requirements.
  • Familiarity with Agile and SAFe delivery methodologies.
  • Ability to obtain and maintain a Public Trust clearance.

Responsibilities

  • Develop Oracle Transactional Business Intelligence (OTBI) analyses and interactive dashboards for workforce metrics.
  • Build BI Publisher reports supporting federal reporting requirements like EHRI, GHRR, and SF-113.
  • Create Oracle Analytics Cloud dashboards featuring predictive analytics and trend analysis.
  • Configure HCM Extracts for data pipelines and integrations.
  • Ensure all analytics products comply with Section 508 and WCAG 2.1 AA accessibility standards.
  • Design and maintain governed OTBI and OAC semantic layers.
  • Collaborate with government stakeholders to translate analytics requirements into technical solutions.
  • Serve as a senior technical authority, establishing development standards and mentoring team members.
