Requirements
- Bachelor's degree in Human Services, Public Health, Social Services, or a related field, or equivalent experience.
- At least 8 years of experience working with and/or for state government agencies responsible for human services programs.
- Strong knowledge of SNAP, TANF, Child Support, Child Care, or comparable human services programs.
- Proven experience leading project teams and delivering client-facing work within budget.
- Strong project management and organizational skills with the ability to manage multiple assignments simultaneously.
- Excellent written and verbal communication skills with the ability to explain complex topics to senior stakeholders.
- Proficiency in Microsoft Office applications including PowerPoint, Project, Visio, and Excel.
- Willingness to work from 8:00 a.m. to 12:00 p.m. Tuesday through Friday Chamorro Standard Time (ChST).
- Ability and willingness to travel up to 50%, including long-distance travel.
- Strong customer-service orientation and ability to build trusted client relationships.
Responsibilities
- Serve as a human services program subject matter expert on consulting engagements supporting state Health and Human Services agencies.
- Apply knowledge of human services programs, policies, and federal regulations to help clients address operational challenges.
- Lead the human services business operations team supporting the Guam engagement, coordinating activities and ensuring effective delivery.
- Manage project delivery within established timelines and budgets, overseeing staff and high-quality deliverables.
- Support the implementation of new federal regulations and waivers by translating requirements into actionable business processes.
- Monitor project status, risks, and progress through clear reporting tailored to audiences ranging from project teams to executive leadership.
- Facilitate meetings, interviews, and workshops with client stakeholders.
- Coach and mentor junior team members and contribute to staff development initiatives.
