Requirements

  • Bachelor’s degree in a related discipline, preferably Engineering or Construction Management (Master’s preferred).
  • 15+ years of experience delivering Owner’s Agent construction management services on large, complex programs.
  • Experience with Progressive Design-Build delivery and alternative delivery methods like CM at Risk.
  • Experience with major new construction projects with values exceeding $250 million ($500 million preferred).
  • Ability to lead large teams within matrixed and geographically distributed environments.
  • Comprehensive understanding of quality assurance, safety, scheduling, cost management, and contract administration.
  • Proven expertise in risk identification, assessment, and mitigation across diverse contract types.
  • Excellent communication and presentation skills for senior government and executive stakeholders.
  • U.S. citizenship and ability to successfully complete federal background checks.
  • Ability to obtain and maintain a federal security clearance.
  • Professional registration such as PE or RA is preferred.
  • PMP, Certified Construction Manager (CCM), OSHA-10/30, or USACE/NAVFAC CQM certifications are preferred.

Responsibilities

  • Provide strategic direction for Owner's Agent Construction Management Services and Construction Security.
  • Support design and pre-construction activities including constructability reviews and value engineering.
  • Establish and standardize construction management processes integrated with quality assurance and safety.
  • Advise senior leadership and clients on technical, contractual, and acquisition challenges.
  • Coordinate construction and security activities with contractors, government agencies, and stakeholders.
  • Direct field activities ensuring compliance with contract documents, safety, and project controls.
  • Lead quality assurance, deficiency tracking, and independent testing/special inspection oversight.
  • Manage construction security including surveillance coordination, reporting, and accreditation.
  • Oversee programmatic staffing, resource mobilization, and financial performance across functional teams.
  • Monitor program milestones and provide senior-level reporting on cost, schedule, and risk.
