Requirements

  • Bachelor’s degree in Engineering, Architecture, Construction Management, or a closely related technical discipline.
  • 15+ years of experience in design, requirements development, or construction management on large, complex capital projects.
  • Active Secret security clearance required (TS/SCI preferred).
  • Strong knowledge of construction management practices, design oversight, and technical reviews.
  • Demonstrated experience with integrated master scheduling, cost management, and risk management.
  • Proven ability to lead multidisciplinary technical and controls teams in complex or matrixed organizations.
  • Experience with secure, mission-critical, or federal facilities (e.g., ICD 705).
  • Exceptional written and verbal communication skills for senior-level briefings and reports.
  • PE, Registered Architect, PMP, or CCM certifications preferred.
  • OSHA-10/30 and USACE/NAVFAC Construction Quality Management certification preferred.
  • Experience with Progressive Design-Build or alternative delivery models preferred.

Responsibilities

  • Provide day-to-day leadership for Technical Services and Program Controls while advising stakeholders on design, constructability, and mission systems.
  • Establish and manage rigorous processes to capture and validate technical, security, and performance requirements throughout the project lifecycle.
  • Lead technical reviews of design submissions to verify alignment with DoD criteria, secure-facility standards, and anti-terrorism requirements.
  • Direct value-engineering studies focused on lifecycle cost, resilience, and mission capability while mitigating technical and contractual risks.
  • Oversee integrated master scheduling, cost estimating, budget forecasting, and change-order evaluations.
  • Manage field engineering and technical inspection activities, including construction conformance and accreditation documentation.
  • Oversee commissioning activities for building and mission-critical systems to ensure performance, reliability, and resilience objectives are met.
  • Lead multidisciplinary technical and program-controls teams, including recruitment and coordination with external partners.
