Requirements
- Accredited four-year degree in biology, environmental science, or global equivalent.
- Minimum 10 years of work-related experience, or 14 years of directly related experience if non-degreed.
- Proven experience with regulatory permitting and environmental compliance in California.
- In-depth knowledge of major environmental laws including CEQA, NEPA, Clean Water Act, state and federal endangered species acts, Porter-Cologne, and lake/streambed alteration agreements.
- Experience working on large, complex infrastructure programs.
- Exceptional analytical, verbal, and writing skills.
- Strong organizational ability with the capacity to pivot and reprioritize to meet deadlines.
- Proficiency with Microsoft Office applications.
- Ability to work independently.
- Master’s degree in biology, environmental science, or related field preferred.
- Experience with large-scale compensatory mitigation planning and wildlife connectivity projects preferred.
- Experience with design-build contracting and construction processes preferred.
Responsibilities
- Manage regulatory permitting and environmental compliance for one or more construction packages across 171 miles in the Central Valley.
- Oversee the preparation and submittal of permit and permit amendment applications to regulatory agencies.
- Analyze and review NEPA and CEQA documents to ensure compliance with federal and state environmental laws.
- Support the procurement of compensatory mitigation by evaluating requirements, analyzing market availability, and managing mitigation contracts.
- Assist with construction-phase compliance, including responding to potential noncompliance events and regulatory inquiries.
- Utilize proprietary database management applications to retrieve data and prepare reporting for Authority leadership.
