Requirements:
Minimum of 5 years previous environmental construction and remediation experience with at least 2 years as an Estimator or Estimate Lead. Bachelor’s degree in an engineering field related to Environmental Studies such as Civil Engineering, Environmental Engineering, Chemical Engineering, or related field. Experience preparing bids for USACE and/or EPA remedial action contracts and task orders. Hands-on experience and general knowledge of estimating, including budgeting, scheduling, change management, construction, and reporting. Knowledge of cost estimating software and methodologies. Experience supporting engineering, environmental, procurement, and construction projects. Ability to interpret bid documents for cost, estimating, and change management. Excellent interpersonal communication skills (both written and oral) including engaging with varying levels of leadership, contractors, and stakeholders. Demonstrated proficiency in the Microsoft Office suite of software, specifically in Excel and Word. Intermediate proficiency level with Estimating software (B2W, Hard Dollar, HCSS, Sage Timberline) experience a plus. Working knowledge of scheduling software (Primavera or MS Project).
Responsibilities:
Developing engineering studies, plans, designs, and specifications for the remediation of environmental contamination. Supporting Program, Operations, and Project Managers by analyzing project requirements and preparing detailed cost estimates. Attending pre-bid site walks, determining scopes of work, performing quantity take-offs, and calculating pricing. Obtaining competitive bids from subcontractors and reviewing bid materials for competitiveness and completeness. Analyzing project documents to identify necessary resources for successful project completion. Developing FFP and/or CPFF cost estimates including labor, equipment, materials, and subcontractor requirements. Preparing initial project schedules to support cost estimates, identifying periods of performance. Assembling and presenting the prepared estimate along with all backup information. Maintaining cost database for projects and refining it for specific regional data. Interfacing with program/project managers, senior technical staff, government customers, and RA Contractors. Reporting observations and compliance with contract documents. Soliciting subcontractor and vendor/supplier bids.
