Requirements
- Experience designing public-procurement solicitations for enterprise software and implementation services under state and local requirements.
- Experience building evaluation instruments and scripted demonstrations.
- Experience producing normalized total-cost-of-ownership comparisons.
- Experience supporting SOW negotiations.
- Public-procurement credentials such as CPPB, CPPO or NIGP-CPP are preferred.
- Local-government experience is preferred.
Responsibilities
- Shape the ERP and systems-integrator solicitation structure, evaluation criteria and scoring instruments with the client's purchasing and legal teams.
- Build scripted demonstration scenarios with functional leads and run scoring, normalization, reference checks and clarifications.
- Produce normalized total-cost-of-ownership comparisons across proposals, including subscription, implementation, internal effort and retained systems.
- Support SOW negotiations covering deliverable acceptance criteria, workshare boundaries, payment milestones and remedies.
- Maintain a defensible procurement record focused on fairness, documentation and protest resistance.
