Requirements
- Bring experience with public-sector finance and budget ERP projects.
- Have depth in fund accounting, budget control and capital assets.
- Have experience reconciling financial conversions and validating end-to-end flows from payroll or purchasing through the general ledger.
- Work with agreed reconciliation tolerances and named approvers.
- Have business-case modeling experience.
- CPA, CGFM or similar finance credentials are preferred.
- Local-government experience is preferred.
- Provide examples of relevant projects, personal ownership and deliverables, completed phases, decisions and measurable results.
- Be available for a phased engagement, starting early 2027, with full-time commitment planned for Phases 3–6 from late 2027 through end 2029.
- Travel to client sites for workshops, design sessions, test starts, rehearsals and cutover.
Responsibilities
- Support program budgeting, funding and phasing alternatives, benefits baselines, and ROI scenarios for the release-strategy business case.
- Translate government finance, budget, payroll-accounting and capital-asset needs into requirements, demonstration scenarios and future-state controls.
- Coordinate payroll postings, ledger mappings, asset tracking and depreciation, reconciliation, and interfaces with retained systems.
- Validate conversion and end-to-end financial scenarios and support business acceptance.
- Identify practical simplification and system-retirement opportunities.
- Own finance and budget acceptance evidence at each decision gate.
