Requirements
- At least seven years of telecommunications experience involving OSP fiber infrastructure, fiber construction, optical transport, project management, or related network deployment.
- At least five years of project, contract, or capital management experience.
- Demonstrated experience managing fiber splicing, testing, acceptance, and project closeout.
- Working knowledge of OSP fiber construction, fiber infrastructure, splicing practices, and optical network design principles.
- Experience reviewing and interpreting fiber optic test results, particularly OTDR and insertion loss testing.
- Familiarity with EXFO, VIAVI, Anritsu, or comparable fiber testing equipment and reporting platforms.
- Ability to interpret construction drawings, splice diagrams, route maps, redlines, as-built documentation, and technical closeout packages.
- Experience managing OSP contractors, field technicians, splicing vendors, and technical project deliverables.
- Working knowledge of project budgets, capital expenditures, purchase orders, contractor invoicing, change orders, and construction contracts.
- Proficiency with Microsoft Office, particularly Excel, Word, and Outlook.
- Working knowledge of Google Earth and route-mapping documentation.
- Bachelor's degree in Engineering, Telecommunications, Construction Management, Project Management, or a related technical field preferred; equivalent relevant experience considered.
- Must participate in mandatory rotating on-call responsibilities for network outages and emergency restoration.
Responsibilities
- Manage testing and acceptance for long-haul, backbone, and OSP fiber deployment projects.
- Review and interpret fiber test results, including OTDR, insertion loss, OLTS, optical power meter, FIP, CD, and PMD results.
- Validate testing methodologies and determine whether test packages meet contractual and engineering requirements.
- Coordinate technicians, splicers, engineers, and vendors to troubleshoot deficiencies and complete remediation.
- Manage concurrent project schedules, budgets, milestones, forecasts, risks, and customer commitments.
- Oversee OSP construction, splicing, and testing vendors; monitor performance and implement corrective-action plans.
- Review purchase orders, invoices, change orders, project expenditures, and financial forecasts.
- Validate closeout packages and reconcile test results with drawings, route maps, splice diagrams, as-builts, and network inventory.
- Coordinate outage response and emergency restoration, including post-restoration testing and documentation.
- Collaborate with engineering, operations, customers, contractors, and other stakeholders to improve acceptance and quality-control processes.
