Requirements
- Hold a bachelor’s or master’s degree in Information Technology, Computer Science, Geography, or a related field.
- Have at least 10 years of relevant professional, internship, academic, military, or project experience in GIS, geospatial analysis, cartography, data management, or location intelligence.
- Bring subject matter expertise in ESRI technologies, including ArcGIS Pro, ArcGIS Enterprise/Portal, ArcGIS Online, web maps, hosted feature layers, and Dashboards, or comparable GIS platforms.
- Understand spatial data concepts, coordinate systems, projections, geocoding, vector and raster data, attributes, metadata, data quality, and fundamental spatial analysis.
- Have experience with tabular, JSON, web-service, and geospatial data formats, including organizing, validating, and maintaining datasets.
- Have basic experience with Python, ArcGIS Notebooks, SQL, Arcade, or another scripting or query language used for data processing and GIS automation.
- Demonstrate analytical reasoning and attention to detail when validating datasets, identifying inconsistencies, and documenting findings.
- Have organizational, documentation, and communication skills and the ability to collaborate and learn in an Agile environment.
Responsibilities
- Acquire, organize, process, update, and maintain geospatial and operational datasets supporting DHS mission programs.
- Prepare datasets for publication, visualization, analysis, sharing, archiving, and retrieval across approved GIS environments.
- Perform geoprocessing and spatial analysis, including data conversion, coordinate validation, joins, selections, and overlays.
- Conduct quality checks and document findings, corrections, data lineage, assumptions, and unresolved issues.
- Create and maintain dataset, service, and database metadata, and reconcile published layers with source data and documentation.
- Design, configure, publish, and maintain web maps, hosted feature layers, geospatial services, and ArcGIS Dashboards.
- Support Experience Builder applications by configuring maps, widgets, data sources, layouts, and user-facing content.
- Translate stakeholder requirements into Jira stories, tasks, acceptance criteria, and data specifications; execute and document GIS testing.
- Participate in Agile ceremonies and maintain project documentation and deliverables using Jira, Confluence, GitLab, and approved tools.
