Requirements

  • Hold a bachelor’s degree in Accounting, Finance, Engineering, Business, or a related field, or have an equivalent combination of education and experience.
  • Have 6+ years of related experience in proposal cost development, pricing, financial analysis, or a comparable role.
  • Have experience developing cost and pricing strategies for government and commercial proposals.
  • Apply FAR principles, including FAR 14, 15, 16, and 31.
  • Have experience pricing CPFF, FFP, and T&M contracts for sole-source and competitive bids.
  • Have experience with ProPricer; this is required.
  • Bring advanced experience in proposal cost development, cost analysis, and financial modeling.
  • Have advanced proficiency in Excel, Word, and PowerPoint.
  • Have experience with integrated ERP systems, preferably SAP.
  • Have experience preparing and validating consolidated Bills of Materials.

Responsibilities

  • Lead cost and pricing activities for complex development and production proposals from RFP through award, including negotiations and cost/pricing RFIs.
  • Develop and validate proposal cost bases, including engineering BOEs, product, material, labor, overhead, and third-party costs.
  • Develop pricing strategies that account for competitiveness, profitability, risk, contractual requirements, and business objectives.
  • Analyze cost data and assumptions to identify cost drivers, risks, gaps, and opportunities, and recommend actions to leadership.
  • Prepare and review Cost Volumes, Sweep Packages, pricing packages, and supporting financial analyses.
  • Develop and maintain consolidated Bills of Materials and validate proposal material costing.
  • Maintain direct and indirect rates in ProPricer and support accurate, consistent proposal pricing models and tools.
  • Compare post-award actual costs with bid assumptions and use findings to improve future proposals.
  • Present pricing strategies and recommendations to senior leadership and support customer negotiations and internal reviews.
