Requirements
- Have 7-15 years in federal capture, proposal management, or business development for small to mid-size GovCon firms.
- Show a documented track record capturing federal contracts valued at $1M or more.
- Be Shipley-trained or have equivalent experience.
- Be fluent in SAM.gov.
- Be comfortable with FAR/DFARS terminology.
- Be familiar with small-business set-asides and the certification lifecycle.
- Past performance citations in workforce, HHS-adjacent, hospitality, or staffing services are preferred.
- Be located in DC, NC, or GA, or be willing to travel to DC quarterly.
Responsibilities
- Identify and qualify federal opportunities across SAM.gov, GSA Schedules, agency forecasts, and prime/sub channels.
- Manage the capture-to-proposal lifecycle, including opportunity assessment, teaming strategy, technical and price strategy, color-team reviews, and submission readiness.
- Document pursuit criteria, gate reviews, win themes, ghosting strategy, and competitive analysis in a capture playbook.
- Build relationships with prime and sub partners and manage government points of contact.
- Coordinate set-aside strategy and certification work with the GovCon Division Lead.
- Provide pipeline visibility and reporting to firm leadership.
- Coach the Proposal Manager and Federal Account Executive as those roles come online.
