Requirements

  • Have a bachelor’s degree in a relevant field or equivalent professional experience.
  • Bring 10+ years of experience in a technical field or related industry.
  • Have at least 2 years of team leadership or management experience.
  • Have strong experience in tolling, vehicle technology, traffic systems, transportation technology, mobility, or a related technical environment.
  • Bring hands-on and strategic experience with AWS, Azure, and cloud transformation initiatives.
  • Understand full-stack application development, including frontend, backend, APIs, databases, and cloud platforms.
  • Have experience with React and modern web application frameworks.
  • Have strong experience with .NET and Java-based enterprise systems.
  • Have deep knowledge of database technologies, including Oracle, data modeling, performance tuning, and application integration.
  • Have experience with Agile, DevOps, CI/CD, and modern software engineering practices.
  • Bring experience modernizing legacy systems into cloud-based or hybrid architectures.
  • Have strategic leadership, stakeholder management, risk management, and problem-solving skills, and the ability to build and mentor multidisciplinary technical teams.

Responsibilities

  • Lead application development, production support, maintenance, incident and problem management, release management, and continuous improvement.
  • Provide strategic and operational leadership to a multidisciplinary team of 40+ technology professionals.
  • Set objectives, performance expectations, delivery standards, and accountability across technical teams.
  • Align technology execution with program and operational objectives by partnering with program leaders, business stakeholders, and client representatives.
  • Define and execute technology roadmaps for tolling, vehicle, traffic, transportation, and regulatory systems.
  • Lead legacy modernization, cloud migration, scalable architecture, DevOps, automation, and performance optimization initiatives.
  • Oversee architecture, full-stack engineering practices, and the software development lifecycle from requirements and design through support and enhancement.
  • Drive cloud strategy and transformation initiatives using AWS and Azure.
  • Establish technical governance, quality controls, risk management, change management, and release governance.
  • Monitor and report on delivery performance, operational health, risks, roadmap progress, and service quality.
