Requirements
- 7+ years of experience as a Business Analyst in IT systems modernization or enterprise transformation.
- Strong proficiency in eliciting, documenting, and managing functional and business requirements.
- Proven ability to create process flows, user stories, use cases, and requirements traceability matrices.
- Experience collaborating with cross-functional stakeholders including developers, architects, and operations teams.
- Background in systems integration, workflow automation, and analyzing complex data exchanges.
- Experience working within Agile or hybrid Agile delivery methodologies.
- Bachelor’s degree in a relevant discipline or equivalent professional experience.
- Experience with Medicaid, healthcare, or Health and Human Services programs (preferred).
- Familiarity with MMIS or large-scale public-sector healthcare systems (preferred).
- Knowledge of workflow automation tools like OnBase (advantageous).
- Familiarity with identity management technologies like Okta/SAML and accessibility standards like WCAG/ADA (preferred).
- Proficiency with requirements and modeling tools such as Jira, Azure DevOps, Confluence, or Visio (preferred).
Responsibilities
- Facilitate discovery and requirements sessions with stakeholders including policy, enrollment, operations, and IT teams.
- Analyze current provider enrollment processes and workflows to identify improvement opportunities.
- Elicit, document, and validate business, functional, non-functional, and data requirements throughout the lifecycle.
- Translate business needs into detailed user stories, process flows, business rules, and acceptance criteria.
- Define requirements for provider-facing portals, including navigation, role-based access, and security.
- Collaborate with integration teams to define data mappings and workflow automation requirements.
- Participate in Agile delivery activities including sprint planning, backlog refinement, and defect reviews.
- Develop test scenarios and support system integration and user acceptance testing.
