Requirements

  • Bachelor’s degree or higher.
  • At least 10 years of experience as an industry professional.
  • Demonstrated expertise in the review and handling of FOIA cases.
  • Relevant training and experience supporting FOIA case processing, disclosure review, and litigation.
  • Technical knowledge of the FOIA Act, Privacy Act, HIPAA, OPEN Government Act, and FOIA Improvement Act.
  • Understanding of federal agency FOIA operations and coordination processes.
  • Familiarity with case-management systems, SharePoint, and Box.
  • Experience using approved eDiscovery tools for record review.
  • Ability to successfully complete a Tier 1 background investigation.
  • Ability to meet residency requirements for Federal ID Card issuance.
  • Ability to complete required security, privacy, and records-management training.
  • Ability to work remotely and attend in-person meetings as needed.

Responsibilities

  • Request, identify, review, and analyze records responsive to assigned FOIA requests, backlogged cases, appeals, and litigation matters.
  • Conduct disclosure reviews and apply appropriate FOIA exemptions using independent judgment.
  • Evaluate disclosure concerns, including foreseeable harm and release of segregable information.
  • Coordinate with Government staff, program offices, and records custodians to clarify request scope and resolve processing barriers.
  • Prepare records for release using redaction tools, sanitization, and Bates numbering.
  • Support appeals and litigation, including review in eDiscovery tools and preparation of Vaughn-index documentation.
  • Develop and implement search terms in eDiscovery systems and document all search activities.
  • Maintain accurate case files, analyses, and draft responses in designated tracking systems.
  • Review work products for accuracy and consistent exemption application before government submission.
  • Identify processing issues and opportunities to improve workflows and advance case completion.
