Requirements
- Hold a university degree in Telecommunications, ICT, Law, Economics, Public Affairs, International Relations, International Development, Management, Engineering, Political Science, Social Sciences, or a related field.
- An advanced degree is an advantage.
- Have at least five years of progressively responsible professional experience in a relevant field.
- Bring substantial expertise in ICT policy, regulatory frameworks, and market analysis.
- Have strong knowledge of the telecommunications and ICT landscape, digital ecosystem, policy environment, and market developments in the Americas region.
- Demonstrate understanding of telecommunications regulation, digital transformation, economic and market trends, and policy frameworks for inclusive and sustainable digital development.
- Be able to conduct specialized research, assess complex policy and market developments, interpret information, and produce evidence-based recommendations.
- Have experience designing learning materials, developing training content, facilitating workshops, and delivering training.
- Prepare high-quality reports, presentations, and technical documents in either English or Spanish.
- Have advanced proficiency in either Spanish or English.
- Bring organizational skills, attention to detail, and the ability to coordinate activities, meet deadlines, and collaborate with diverse stakeholders.
- Be confident presenting technical information and explaining complex policy or regulatory issues to different audiences.
- Experience in spectrum management, cybersecurity, digital applications, emergency telecommunications, or economic analysis is valuable.
Responsibilities
- Provide specialized expertise in ICT and digital development for assigned initiatives.
- Research and analyze telecommunications policies, regulatory frameworks, economic developments, market trends, and emerging digital technologies, particularly in the Americas region.
- Prepare policy briefs, technical documents, reports, presentations, and other materials on digital policy, regulatory, economic, and market issues.
- Conduct research, interpret relevant data and developments, and communicate findings to support informed decision-making.
- Design training materials and deliver capacity-building activities in telecommunications, ICT policy, and digital transformation.
- Contribute to initiatives involving spectrum management, cybersecurity, digital applications, and emergency telecommunications, depending on expertise.
- Coordinate assigned activities with stakeholders and complete them according to agreed timelines.
- Participate in meetings, technical discussions, consultations, and collaborative activities with regional and international partners.
